No one wants to see the place they work close, but sometimes it's necessary. You can't expect them to run in the red. If the money isn't there, it isn't there.

Cutting employees/teachers sometimes can not be done unless you close a school or two. And the counties do not want to do that. So the problem is much bigger that you suggest. Closing schools is not what the public wants. And most of these counties will do whatever it takes to avoid that issue.
