This all fits into the Elkins Water System Improvement Project and continues to undrscore it as the most mismanaged water project in the state's history. Completion of the project is still 2 1/2+ years out at best and this project has languished for over seven years already. An excellent study-guide in how to grossly mismanage a public works project without really trying. Pathetic, heads should roll at city hall and the consultant should have been fired years ago!
