Councilman, clerk object to Philippi mayor casting vote

The City Clerk should be just that. Keep quiet and take the minutes of the meeting. That's what you get paid to do.

Then Mouser said he was going to cast a vote as well, citing zstate code that he said gave him the right to vote on any issue before Council.

How can you be mayor and not know City Code? The mayor should know all of the city ordinances by heart. The previous mayor did.
