Randolph BOE discusses excess levy
By CARRA HIGGINS, Staff WriterDepending on future Randolph County Board of Education action, voters could be considering an excess levy during the 2010 primary election. Discussion about the levy process occurred days after Superintendent Dr. Jim Phares received word that the county will be removed from a state of emergency status.
The decision to add an excess levy must be made by March1. By March 2, the BOE must provide a copy of the excess levy ballot to the Randolph County Clerk and submit a request to place the decision on the Primary Election ballot to the Randolph County Commission, Director of Finance Brad Smith explained.
Before the excess levy is placed on the ballot, Phares and BOE members think the community should be involved in the process of determining what it would entail. Phares explained that a surveying firm could gather information from county residents about their thoughts on an excess levy and what percentages they would be likely to support. He also said community discussions could take place within the upcoming months because the public has said they would like to provide input on the excess levy.
"This gives us enough time to sit down with all the stakeholders in order to take input as to what should be in the levy and come out with a sound levy that the citizens will support, that our employees will support and governing bodies will support," Phares said. "I think we ought to trust the voters. If we put the right call together, they'll support it."
Services from a surveying firm would cost between $25,000 to $30,000, but the data it would gather would be worth the investment, Phares said. He added that if a special excess levy election were to be conducted, the cost would be approximately $48,000 to $50,000.
"The question you've gotta ask is do you just want to run the levy, which is all the OEPA (Office of Education Performance Audit) is recommending ... or do you want to win the levy, do you actually want it to be approved," Phares said to board members.

The BOE must also submit a schedule of proposed levy rates between March 7 and March 28 and the meeting will stand adjourned until after the canvass of votes in May.
Phares will provide a recommendation about the excess levy and information from surveying firms to the board at a later date.
Last week the OEPA visited the county. Phares said reviews were positive and members noted improvements in all aspects of the county school system.
"My goal was to hopefully get them to acknowledge the massive amount of work that had been done at the school level and at the central office level in reaction and response to the original OEPA visit," Phares said. "As to what our approval status will be, I know that we will no longer be under a state of emergency."

The thinking that I got my school for my kids and now I do not want to pay for anyone else to go to school is just plain wrong. One the years that anyone's kids were in school you never paid that amount for school unless your kids when to private schools. A good education keeps people off welfare. There must be people in WV who realize that there taxes are actually much lower then Maryland or Virginia.A friend on mine who lives in Marlyand in the same size house as I do pays over $2,000 a year more in taxes. His income has is 40% higher than mine. His house cost half of what mine cost. I feel sorry for the children in WV. But in the end you pay for what you get and you deserve it.

It is the negative attitude about school that your kids hear that influence them. Imagine everyday you hear how bad your school is and you start to believe it. Even if WV is 19th in school it is the Hillbilly attitued about schools that influence children and they think why should I work hard the school is bad. Also WV has some very costly transportation because of the roads and the distances kids travel to school and that is all part of the school systems budget.

Mountain Man - than donate directly to the school of your choice. Talk to their PTA, they will be able to tell you dollar for dollar what they are going to be spending your money on. It's not only about the children but their right to a quality education and their future.

This community needs to stop punishing the BOE for the mistakes of the past adminstrations and managers and move FORWARD for the benefit of our children and the future of the community as a whole. This levy is NEEDED. Sometimes need outweights want--No one wants to pay more in taxes but we can't afford to not do it either. I am serving on the Comprehensive Planning Commttee for the district as a aprent and community member and see that the need far outweighs any upset I have over the past. You all want buildings fixed, technology added and quality educations but you can't provide those things on a budget from 10 or 20 years ago. The money simply doesn't stretch thatfar. It is time to move FORWARD. I SUPPORT THE LEVY and urge you all to look long and hard at what is at stake for OUR CHILDREN without it.

LtlAbner, my goodness--not only do you continue to expect the school systems to function without enough money, but you have stooped to personally insulting the superintendent's physical appearance. How mature of you that is! It sounds like you didn't do well in school years ago, and you feel the need to vindicate yourself by taking it out on the current system of education. I suggest you go to the board office and do a detailed examination of the budget. Then, take the time to actually look at the school buildings in our community--they have open doors to interested citizens. Figure out for yourself how much it will cost to operate this system and actually educate kids these days. If you did this instead of blasting the superintendent's spending blindly every time he suggests something new, you would be a lot more credible. Also, when you go to the board office, ask to see Dr. Phares personally--I'll bet he'd be more than happy to explain the rationale behind his spending!

Give parents and people of the community a chance to donate directly to the PTA's of each school.( The parents and the teachers in each school know what is best for each school and their students.) By donating directly to the PTA it will go to what school you want your money to go to. Local businesses should support these donations with an employee match program. Encourage their employees to donate to the PTA's and match dollar for dollar what their employees donate. Have a little taken out each paycheck and sent directly to any school PTA account you choose.

Folks, we got a real smart BOE,Supt. He is paving the road behind him with a solid foundation that will back him up. He is spending our money like a lawyer. But what is not being done is cut the fluff! What needs to be done is politians contacted to obtain more state funds and not taxpayer levys upon people who can't afford to pay this Supt spending. I figured it would take about a year for him (Phares) to come out of the closet! We need to put him in his place and show he must eat at the same trough as we do.From his looks, he doesn't miss any meals.

Randolph County needs to control its school system and the citizens of the county should realize that if they do not want more people on wlefare they need to improve education so that the graduates leave school with the ability to compete for jobs with all the other high school graduates from across this country. It is the old Pay Me Now or Pay Me Later. Twelve years of education is cheaper than a life time of welfare.
