Kendall and Tristan Defibaugh are ready for safe trick-or-treating with reflective bags courtesy of the Elkins Police Department. At Elkins City Hall from noon until 4 p.m. Friday, area residents and children may pick-up the free reflective treat bags and an activity page. Elkins Police Chief H.R. White says the reflective treat bags are a way to give back to the community. White encourages the use of the bags provided by the police department because they will help make children more visible on Halloween. White is stressing the overall importance of safety while trick-or-treating. He said children should be with an adult at all times, wear light-colored clothing and cross streets at crosswalks.
