Earl Ray Tomblin, West Virginia University basketball coach Bob Huggins and Supreme Court Justice Robin Davis will participate in Saturday’s parade, which highlights a full day of activities and begins at 2 p.m. Elkins Fordland will provide transportation for Tomblin, Huggins and Davis in the parade.
