I have lived in the High Street, Earle Street, Buffalo Street area since 1977, and I have often noticed the clutter on the tops of the storm drains.
I have cleaned them many times. In many cases repeatedly, especially on High Street and Buffalo Street near the park. In every hard rainfall, the water instantly leaves the street and rushes into the drain.
There is a remedy to flooding on these streets - clean off the storm drains.
