West Virginia University Extension Agent Craig Presar hands a proclamation to the Upshur County Commission on Thursday declaring the week of Oct. 7 as 4-H Week in Upshur County. Presar said there about 250 4-H members scattered across the county, and a new club called the ‘Bethlehem Whitetails’ will be forming in the southern part of the county this fall.
