17-year-old indicted for murder

Randolph grand jury returns 34 indictments

A 17-year-old male accused of fatally stabbing a fellow Tygarts Valley High School classmate at a football game last year was indicted for murder Monday by a Randolph County grand jury.

Thomas Chevy Vas, of Dailey, was indicted on one count of murder, a felony, for allegedly stabbing Dustin "Dusty" White, 17, another Tygarts Valley student, outside the TVHS stadium Oct. 26, 2012.

White died from injuries he suffered during the incident, which occurred about 20 minutes before kickoff of a TVHS and Hundred High School matchup.

Vas' case was transferred to the adult criminal docket in January, after Randolph County Circuit Court Judge Jaymie Godwin Wilfong granted a motion offered by Randolph County Prosecuting Attorney Michael Parker to move the case from the juvenile docket to the adult criminal docket. Last week, Wilfong ordered that Vas be held without bond pending further court proceedings.

A total of 35 people were indicted by the grand jury Monday and Tuesday on crimes ranging from shoplifting to sexual assault.

Individuals indicted include:

- Derek Jason Shifflett, 30, of Elkins was indicted on 50 counts of first-degree sexual assault, a felony; 50 counts of sexual abuse by a parents, guardian or custodian, a felony; and 50 counts of incest, a felony.

The indictment alleges that Shifflett had sexual intercourse with a family member under the age of 12 on numerous occasions between Oct. 1, 2011, and Sept. 30, 2012.

- Robin Georgetta Moore, 34, of Belington was indicted on 22 counts of a parent, guardian or custodian allowing sexual abuse, a felony; four counts of sexual abuse by a parent, guardian or custodian, a felony; four counts of employment or use of a minor to produce obscene matter, a felony; three counts of use of minors in filming sexually explicit conduct, a felony; three counts of display of obscene material to a minor, a felony; one count of exhibiting of material depicting minors engaged in sexually explicit conduct, a felony; one count of displaying material by a parent, guardian or custodian depicting a child engaged in sexually explicit conduct, a felony; four counts of possession of material depicting minors engaged in sexually explicit conduct, a felony; and four counts of possession of material by a parent, guardian or custodian depicting a child engaged in sexually explicit conduct, a felony.

Moore was also charged with three misdemeanor counts of sexual abuse in the third degree.

The victim in the case, who was under 16 at the time, was allegedly forced to participate in group sex and to engage in sexual acts with Moore's boyfriend and another individual, among other lewd acts.

- Corcia Michelle Ramey, also known as Corcia Michelle Smith, 33, of Elkins, was indicted on one count of kidnapping or concealing a child, a felony; one count of forgery, a felony; one count of uttering, a felony; one count of fraudulent schemes, a misdemeanor; one count of contributing to delinquency or neglect of a child, a misdemeanor; and one count of obstructing an officer, a misdemeanor.

Ramey allegedly bribed a female minor to act as her daughter so she could obtain money under false pretenses from a man on Sept. 23, 2012.

Ramey was also named in a separate indictment that charged her with one count of burglary, a felony; four counts of forgery, a felony; four counts of uttering, a felony; and one count of obstructing an officer, a misdemeanor.

- Tina Marie Carver, 37, of Elkins, was indicted on one count of child abuse resulting in serious bodily injury, a felony.

- Larry Neil Carver, 41, of Elkins, was indicted on one count of child neglect result in serious bodily injury, a felony.

- Jeffrey Michael Harper, 22, of Bowden, was indicted on one count of third-degree sexual assault, a felony.

- Robert Allen Friel Jr., 24, of Huttonsville, was indicted on one count of third-degree sexual assault, a felony.

- Paul Grant Himes Jr., 28, of Elkins, was indicted on two counts of third-degree sexual assault, a felony, and one count of felony conspiracy.

- Earl Casey Woods, 22, of Elkins was indicted on one count of child abuse resulting in bodily injury, a felony, and one count of child neglect resulting in serious bodily injury, a felony.

- Johnetta Marie Murin, 23, of Elkins, was indicted on one count of child abuse resulting in bodily injury, a felony, and one count of child neglect resulting in serious bodily injury, a felony.

- Rebecca Sue Barton, of Huttonsville, was indicted on three counts of transportation of dangerous substances onto the grounds of a correctional facility, a felony, and three counts of possession of a controlled substance by inmate of a jail, a felony.

- Justin Wayne Lundell, 28, of Clarksburg, was indicted on one count of transportation of contraband onto the grounds of a prison facility; two counts of felony conspiracy; and one count of attempted delivery of contraband to an inmate, a felony.

- Stephen Keith Waggoner, 24, an inmate at Huttonsville Correctional Center, was indicted on three counts of felony conspiracy and one count of attempt of possession of controlled substance by an inmate of a state correctional facility, a felony.

- Michael Joseph Corney, 26, an inmate at Mt. Olive Correctional Facility, was indicted on three counts of felony conspiracy and one count of attempted possession of a controlled substance by an inmate of a state correctional facility, a felony.

- Gregory Wayne Bryant, 26, an inmate at Huttonsville Correctional Center, was indicted on four counts of felony conspiracy; one count of possession of a controlled substance by an inmate of a state correctional facility, a felony; and one count of attempt of possession of a controlled substance by an inmate of a state correctional facility, a felony.

- Shana Olivia Hudnall, 29, of Charleston, was indicted on two counts of transportation of contraband onto the grounds of a prison facility, a felony; four counts of felony conspiracy; one count of delivery of contraband to an inmate, a felony; and one count of attempt of delivery of contraband to an inmate, a felony.

- Paul Edward Bibbee, 47, an inmate at Mt. Olive Correctional Facility, was indicted on five counts of bribery in official and political matters, a felony, and five counts of conspiracy to commit bribery, a felony.

- Randall Beatty, 26, of Mineral Wells, and a former inmate at Huttonsville Correctional Center, was indicted on one count of bribery in official and political matters, a felony and one count of conspiracy to commit bribery, a felony.

- Alston W. Jackson, 49, of Buckhannon, was indicted on six counts of bribery in official and political matters, a felony, and six counts of conspiracy to commit bribery, a felony.

- Ralph Richard Morgan, 37, an inmate at Huttonsville Correctional Center, was indicted on one count of bribery in official and political matters, a felony.

- Olen Lee Vandevender, 40, of Belington, was indicted on two counts of failure to register as a sexual offender or provide notice of registration changes, a felony.

- Aaron Carl Cale, 19, of Elkins, was indicted on four counts of delivery of a controlled substance, a felony, and two counts of felony conspiracy.

- Andrea Dawn Phillips, 31, of Elkins, was indicted on two counts of delivery of a controlled substance, a felony, and two counts of felony conspiracy.

- Roger Lee White Jr., 27, of Beverly, was indicted on three counts of delivery of a controlled substance, a felony.

- Frankie Lee Mott, 57, of Beverly, was indicted on three counts of delivery of a controlled substance, a felony.

- Constance Nicole Moore, 32, of Elkins, was indicted on two counts of delivery of a controlled substance, a felony.

- Douglas Ray Charles, 32, of Elkins, was indicted on four counts of delivery of a controlled substance, a felony.

- Edward John Ammerman Jr., 31, of Beverly, was indicted on one count of delivery of a controlled substance, a felony; one count of felony conspiracy; and two counts of delivery of a controlled substance, a misdemeanor.

- Joshua Alan Blosser, 20, of Elkins, was indicted on one count of possession with intent to deliver a controlled substance, a felony.

- Tammy M. Summerfield, 36, of Belington, was indicted on one count of shoplifting, third offense, a felony.

- Waleena Dawn Taylor, 38, of Elkins, was indicted on one count of shoplifting, third offense, a felony.

- Barry Nelson Conrad, 48, of Mill Creek, was indicted on one count of driving under the influence, third or subsequent offense, a felony; one count of driving under the influence with a blood alcohol content of .08 or higher, third or subsequent offense, a felony; and one count of operating a motor vehicle exceeding speed limitations, a misdemeanor.

- Rebecca Lou Blankenship, 38, of Huttonsville, was indicted on one count of driving while license revoked for DUI, third or subsequent offense, a felony; one count of no insurance, a misdemeanor; and one count of no registration, a misdemeanor.

Bond return for grand jury indictments will be at 9 a.m. on March 6 at the Randolph County Courthouse. All defendants are innocent until and unless proven guilty in a court of law.
