Elkins City Council voted against appointing either of the two residents who applied to fill Mayor Van Broughton's former 2nd Ward council seat Thursday.
After returning from a 30-minute executive session, all nine council members voted "no" to a motion to appoint John Meader to fill the seat.
Immediately after that vote, all nine members voted against appointing Jerry Corley to the position.
Councilman Carman Metheny then made a motion for the city to readvertise for applicants for the position. All nine members voted in favor of the motion. The position will be advertised 10 times during a 20-day period.
Broughton had to abandon his seat after winning the March mayoral election.
