PARSONS - An Elkins woman was indicted by a Tucker County grand jury this week in relation to a car accident that claimed three lives.
April Miller, 29, of 914 S. Davis Ave., Elkins, was indicted on one count of child neglect resulting in serious bodily injury, two counts of child neglect resulting in death, two counts of possesion of a controlled substance and one count of permitting DUI.
The charges stem from an accident in Tucker County on Aug. 7, 2013. Joshua Lee Watson, 20, of Elkins, a 7-year-old boy and an 8-year-old girl, all from Elkins, were killed when the gold 1995 Honda Accord in which they were traveling went left of center for unknown reasons and was struck by a 2006 F-550 truck.
Also indicted Tuesday were:
Philip A. Phillips Sr., 54, of 265 7th St., Davis, was indicted on 12 counts including three counts of second degree sexual assault, one count of first degree sexual abuse, six counts of sexual abuse by a parent or guardian and two counts of third degree sexual abuse.
David A. Howell, 38, of 124 Long St., Hambleton, was indicted on two counts of sexual abuse in the first degree.
David Lee Close, 35, of 106 Thornwood Lane, Parsons, was indicted on one count of malicious wounding.
Cody Lucas, 29, of 111 West Liberty, Oakland, Md., was indicted on one count of possession of marijuana with intent to deliver.
Kandice Sponaugle, 24, of 401 Main St., Parsons, was indicted on third offense DUI.
Francesca Cortes, 26, of 45 Murlin Dr., Inwood, was indicted on two counts each of first degree sexual assault, sexual abuse by a parent or guardian and incest.
Michael Hartzell, 47, of 676 Mulberry Ave., Clarksburg, was indicted on one count of bribery in an official matter.
Clifford S. Boyles, 46, of 222 Water St., Parsons, was indicted for failure to register or provide notice of registration changes.
Bond return is scheduled for 9:30 a.m. Tuesday in Tucker County Circuit Court. All individuals named are presumed innocent until proven guilty.
