Should state’s psychiatric hospitals be privatized?

Approval by a circuit judge of a plan to alleviate staff shortages at West Virginia's two state-run psychiatric hospitals is a first step in resolving long-term problems with patient care. Still, the judge should keep an eye on progress - and state legislators should consider turning the facilities over to the private sector.
